Have no idea how to go about it.
Well it's not as hard as you might think. While I don't actually "Design" web sites, I can help you achieve one.
If you want to have a go at putting together a site I would suggest that you start at http://freecsstemplates.org/ where you can download Free Cascading Style Sheets Templates.
Once you have the template you want to use all you have to do is put your information in. No design work required.
Of course you will need to have host where you can put up your site for people to see it. The chances are, that your internet service provider has already allocated some space for you to use, check with your provider.
On the other hand you may want to have your own domain name. There are many sites on the net where you can obtain domain registration and hosting services. One such is https://www.crazydomains.com.au/.
